West Temple Street
Design With Skill prepared a comprehensive feasibility study to evaluate the redevelopment potential of a 4,400-square-foot multifamily property within Los Angeles’ Central City West Specific Plan. The study examined zoning, development standards, housing incentives, parking requirements, replacement housing considerations, and multiple residential redevelopment strategies to identify the site’s highest and best use.
The analysis evaluated a range of development scenarios incorporating Transit Oriented Communities incentives, State Density Bonus Law, AB 1287, ADU legislation, and AB 2097 parking flexibility. Preliminary calculations identified theoretical development potential ranging from 15 to 29 residential units, with a State Density Bonus + ADU strategy identified as the preferred pathway based on its balance of density, development flexibility, and entitlement considerations.
A conceptual planning and massing study was developed to test the practical application of the preferred strategy within the site’s physical constraints. The preliminary concept demonstrated the feasibility of a six-story multifamily building with approximately 70 feet of height, a basement parking level, 13 residential units, and 1,604 SF of private patios and balconies. The study also evaluated alternative parking configurations, unit mix, circulation, building efficiency, and opportunities to optimize residential yield.
The resulting report provides a strategic roadmap for continued development, including design refinement, incentive and entitlement verification, replacement housing analysis, financial feasibility, and development yield optimization. The study establishes a framework for advancing the property from preliminary feasibility toward a defined development program and formal entitlement process.
