A proposed mixed-use development on City-owned Parking Lot 52 in downtown Riverside, developed through an evolving design and feasibility process by Develop With Skill and Design With Skill. The initial concept focused on expanding the City’s downtown parking supply, complemented by retail, cultural spaces, and rooftop public amenities. As the team evaluated the financial challenges of delivering substantial structured parking, the City invited consideration of residential and other uses to broaden the program and improve economic feasibility.
The introduction of housing prompted the team to address the site’s applicability under the Surplus Land Act and incorporate affordable housing into the development strategy. The revised proposal advanced a 100% affordable residential program, transforming the parking-focused concept into a housing-led mixed-use development. Increased residential density, efficient unit planning, and revenue-generating commercial uses were intended to help support the cost of structured parking while retaining a significant public parking component.
The revised program proposes 132 affordable homes, ranging from studios to three-bedroom units, and 485 parking spaces, including 386 public spaces and 99 residential spaces. Approximately 19,156 SF of retail and commercial space, publicly accessible rooftop amenities, and residential courtyards complement the housing and parking. Active street frontages and improved pedestrian connections reinforce the site’s role within Riverside’s Arts and Culture District. The project’s evolution reflects an integrated approach to design, financial feasibility, and regulatory requirements, expanding an infrastructure-focused brief into a broader proposal for affordable housing, downtown activity, and long-term public benefit.
